A cloud is made of tiny droplets of water or ice that are stuck on (mainly dust) particles in the atmosphere, so you could touch it but you won’t feel anything.

Yes you can, if you climb a mountain and it gets really misty, you are literally breathing and standing in a cloud! Fog is a cloud that is on the ground. Like Lisa says though, you can sort of feel the wetness a little bit, but you can’t grab anything – no matter how fluffy clouds look!
